First , try various materials and find the one that you have the most fun with. Plasticines have different properties, beyond color obviously, some are softer, or rigid, brittle, elastic ... Some harden with heat and others liquefy ...
Soft plasticine for example, can be very frustrating in small sizes, they lose their shape, it is easy to make mistakes ... but very practical in large sizes, to model more quickly ...
There are many makes and models, one to start with? Well, the "Chavant medium" or the "Monster clay" might be a good choice. Because of their properties, because they are reusable and because they are not expensive.
Second , choose a size of shapes that you enjoy, a size that best suits your way of modeling, your space, the tools you want to use ...
Third , choose a style that is fun, a style that interests you and in which you feel comfortable creating figures.
Fourth , make figures of characters that amuse you, you will spend many hours with them, you better have a good time.
So far some more tips for modeling, which is what I like the most about the process. For me, making molds and replicas is a fucking pain.
And painting the figures does not interest me much either, I leave it to other people with talent, time, space and tools for it ^^
